Deaf and Hard of Hearing
Definition: According to Colorado Eligibility, a child with a hearing impairment, including Deafness shall have a deficiency in hearing sensitivity as demonstrated by an elevated threshold of auditory sensitivity to pure tones or speech where even with the help of amplification, the child is prevented from receiving reasonable educational benefit from general education.
The Colorado Rules for the Administration of the Exceptional Children’s Educational Act (ECEA) defines the criteria for identifying a student with a hearing disability (Deaf/Hard of Hearing). Colorado’s Deaf Child Bill of Rights (1996) requires that all students with a hearing disability have a Communication Plan that considers students’ communicative needs as they relate to social and emotional development.

Summer Camp Opportunities for Students Who Are Deaf and Hard of Hearing
Summer camps provide invaluable experiences for students who are Deaf and Hard of Hearing, offering opportunities to connect with peers, engage with inspiring role models, and build confidence in a supportive environment. Both in Colorado and across the nation, camps are available that focus on a variety of interests, including arts, sports, academics, and outdoor adventures.
Many of these programs offer financial aid to ensure accessibility for all families. Early application is strongly encouraged, as spaces fill quickly! Keep checking back on this page as we update it with additional opportunities when we are notified.

Elevating Your ASL-to-English Interpreting with Dr. Deborah Cates
It can be challenging to develop a professional development plan for ASL-to-English interpreting. This is especially daunting for interpreters who work in isolation or with clients who use spoken language expressively. When you do not receive feedback on your work, you cannot identify areas for improvement. For interpreters who work regularly into ASL-to-English, it can be challenging to identify ways to polish our work. This workshop is designed for a range of ASL-to-English interpreting skills. In the first part of this workshop, participants will review areas of ASL-to-English work that are challenging, from common concerns to more complex considerations of cultural mediation, register, and tone. They will also create an artifact of their ASL-to-English work. In the second part of this workshop, participants will analyze their recordings to identify their own areas of concern. In the third part of this workshop, interpreters will practice a series of exercises designed to support their growth in their individual areas of concern.
Educational Objectives:
Participants will:
1) Review areas of ASL-to-English work that are challenging
2) Create an artifact of ASL-to-English work
3) Analyze artifact to identify areas of concern in ASL-to-English work
4) Practice exercises to support growth in areas of concern in ASL-to-English work
This workshop is virtual and will take place over the course of three days, all three of which are required to receive credit. Dates and times are listed below.
- Saturday, February 1st, 2025 from 10 am to 12:30 pm
- Sunday, February 2nd, 2025 from 2 pm to 4:30 pm
- Monday, February 3rd, 2025 from 4:30 pm to 7:00 pm
This workshop is open only to Colorado Educational Interpreters working in a Pre-K - 12th grade setting. Registration confirmations will be sent every Friday in January; after capacity is reached, all other registrants will be waitlisted.
Clearing the Air, Part Two: Turning Clarity into Action

We’re back in February for another deep dive! With so much to unpack in Part One, we have decided that we need another session to continue the conversation and dig in even deeper. Join us as we focus on identifying student needs, providing targeted supports, documenting strategies effectively in IEPs, different job “titles”, ensuring we have the training to bring it all to life, and planning for more collaboration with the CDE. Let’s continue building clarity and momentum as we work toward providing the very best for our students!

Colorado has long been a trailblazer in early intervention, supporting young children who are Deaf or Hard of Hearing (birth to 3 years old) and their families. There are several services offered in Colorado, including our Colorado Home Inclusion Program, a team of highly trained professionals dedicated to continuous learning, growth, and providing exceptional support to children and families across the state. CHIP team members often work with families as their child transitions from Part C to Part B services. We hope that this session will provide clarity and an opportunity for greater transparency and collaboration between teams. In addition, we will also discuss the Colorado Shared Reading Project and Early Education ASL.

Funding Opportunity: Communication Plan Events for Students who are Deaf or Hard-of-Hearing
The CDE is offering IDEA state-level set-aside funds to help Administrative Units (AUs) address the unique needs outlined in Communication Plans for students who are Deaf or Hard of Hearing. These funds prioritize collaboration, supporting events that connect students with peers and role models who share their language and communication style, and fostering parent-child communication.
Key Details:
- Apply by January 15th for priority consideration.
- Multiple-District team collaborating to sponsor events will receive priority consideration
- Funds are limited and awardees will be notified by February 14th, 2025.
- Funds cannot be used for food or district employee professional development.

Serving Students who are Deaf or Hard-of-Hearing: A Professional Development Course for SLPs and other Service Providers
Students with hearing loss in Colorado, although low in incidence, have educationally significant and often quite specific needs in speech, language and academic development. Service providers, especially Speech and Language Pathologists, may at one time or another provide services to students with hearing loss. This course provides knowledge, information and resources to assist in better understanding, assessing, analyzing data and serving students who have hearing loss.
This course contains 5 modules which focus on the impact of hearing loss, aspects of a potential language gap, role of the SLP and essential nature of collaboration with service providers on the Deaf/HH education team as well as other essential components. Formal and informal assessment, using language samples, and knowing where to find resources and materials can be critical in providing specialized instruction and monitoring student progress. Whether part of a large district program, a small rural school or anywhere in between, this course has been developed to support YOU in the services you provide to students with hearing loss.
